These documents are diplomatic documents which are released by wikileaks.
My best guess is that these diplomatic documents are called CablesAnswered 1 year agoElite_Warrior
This is because these are the cables sent from and to state dept. and various diplomatic missions. The use of cable removes chances of getting in wrong hand during transmission.
