For debit cards, no bank charges an annual fee. However they do expect you to keep a minimum balance in your account.If that minimum balance is broken, then they enforce a penalty on your account.
For credit cards, normally they give a grace period for of 15-20 days after their billing cycle is over. In the grace period you can make your payment. If you do not make your payment in the grace period then, they would charge you an interest. The interest rate usually is 3-3.5 percent per month.
I have been using Standard Chartered Credit card for over an year now. They give a period of 22 days after the statement is generated. If I fail to make the payment (which I never have :) ) in those 22 days then I would be charged at 3.5 percent per month of the principal amount as Interest.
P.S. The billing cycle for all credit cards is 30 days.
